The Road Traffic Safety Management Control System Research Of Guangdong Province

Safety management by objectives is the application of modern management technology on safety management. It is essential to reduce traffic accident by setting safety targets and launching a series of management activities to achieve goals. According to the new characteristics and theories of safety management, this text adopts several methods, such as qualitative and quantitative analysis, extensive investigation and expert consultation, to construct the index system of road transportation safety objective control of Guangdong province. In the process of the index system's construction, this text considers the national and relative safety control indexes to explore the road transportation enterprises. Then the decomposition, implement and evaluation of this index system are studied further, which have important realistic meanings.First of all, have found out about the safety management of domestic and international road all-around, compare and analysis the distance between Guangdong province and advanced country in traffic safe management to inspiring. Meanwhile, systematic study, about the safety principle, for instance, the safety system theory, safety cybernetics principle, safety information theory, safety economics principle, safety harmony principle, the accident prevents principle. Then, researched the current situation of the road safety of Guangdong Province abundantly research, and from the space distribution of the traffic accident, distribution of the traffic accident time. Distribution of origin cause of formation of traffic accident, use combination of nature and quantitative analysis method, consider Guangdong road safety goal control feasibility whether can be implied , structure Guangdong Province road traffic safety goal control index system fully. This system is roughly made up of three parts. First part is: setting up the index of the traffic safety goal of road control. From traffic office to local vehicle supervision department, transport enterprise, transporting station, set up the index one by one. Each place establish itself target according to population, the number of car, the road condition and management of transportation,and so on. Enterprise, transport station also have control target themselves. Second part : Control the setting up indexes, it is equally from top to bottom, from great to small corresponding layers of control, make the ocular flow chart . The third part: Whether can be implemented the index effectively, there must be a guarantee measure, so the corresponding ones include detailed supervision office procedures, the index control method and system.
