The geographical information system is a new interdisciplinary of science which incorporating information science , the space science , geoscience and computer science into an organic whole. In the past ten years, with the rapid development of technology of the computer and network communication technology, GIS technology has made considerable progress, and it is used generally. DSS (Decision Support System) regards improving decision as a goal, and auxiliary policymakers or policy-analysts solve the problems of structurize or half-structurize. At present, the respective development of GIS and DSS are qualified to understand two kinds of technology integration. To highway highslope prevention, there are many factors influencing the stability of highslope. The highslope prevention is a problem on multi-goal and multi-level half- structurize decision, supported by GIS, we utilize the method of decision support to set up highslope DSS and make it possible to make scientific swift procedures of slope safeguard.In this article , we look the prevention as a goal and solve theoretically the highslope prevention concept and structure system of highway in the loess area, based on GIS and DSS;we solve technologically system setting-up and calculation of storehouse , and the realization of the decision model , and design and realization of user's interface , etc. Combine with C# and ArcOjects, and base on database, we develop the highslope DSS of highway in loess area which incorporating with data management , mathematics analysis and decision support. To make the effective memory and management analysis of the information of highslope in loess area have important meaning to appraise the stability of highway highslope, and offer the decision support of the scientific highway prevention of the slope protects and offers decision support. Andit can lighten the loss of the highslope hazards, and improve the highslope performance.In the thesis, we consult a large number of foundations of the current situation at home and sea, and have carried on the analysis of feasibility and analysed to the system by the systematic design method of structurize, and have made the systematic technological goal in research > route and ensemble architecture of the system and function. Considering fully the influencing factors of highslope , we carry on structural design and standardized design of database and make the corresponding explanation in the source of the data and the treatment way of the data. According to the character of highslope, by the fuzzy method to judge synthetically , we has set up the prevention decision model, and make the decision of the opposite side slope. The system is formed with data management, data show , data query, data analysis and data calculation.By this system, we carried on the analysis of highslope prevention decision at K1784+700 in Highway 309 and K1945+160 in Highway 312, have made the satisfactory result. At the same time , we make the Dependability of the system performance and the system decision analysis.
