More and more attention has been paid to the technology of SDSS in China as well as in the world. Through analyzing a large number of literature on the study of SDSS, it can be seen that presently people have many different understandings of SDSS. This paper presents that SDSS is driven by the model which is based on GIS. SDSS involves the spatial problems which are hard to describe and to simulate. SDSS is the decision support system of the object-oriented , spatial information-oriented, user-oriented which is used to analyze and to store information, to evaluate and to forecast information, to decide and to manage information, and supplies the rapid, different levels and high quality information service and aided decision.First, this paper introduces the system development background, and discusses Decision Support System's research status quo and the development trend of SDSS. Then according to the features and the trend of City Planning, the paper combines the technique of GIS with Decision Support System, and puts forward general plan of City Planning Spatial Decision Support System based on GIS. By means of giving several makeup-mode of SDSS based on GIS, and studying analytical methods, the reasonable mode that solves the problem is described, and discusses and analyzes the realization of the key-technique. Finally, through Empoldering a application illustration, which is an integrative DSS that COM GIS is core, and makes certain the method and information integration of City Planning Spatial Decision Support System, to validate the premise above partially.
