Flood and drought of our country's drainage basin already have been controlled to a certain extent, but inconsistency of water resources supply and demand is increasingly deteriorating and water resources per capita is inadequacy as the growth of population, torrid economic growth, flood and drought of drainage basin, deterioration of aquatic environment and so on. Water resources of drainage basin are serious out of balance. Water crisis as result of shortage of water, shortage of water resources engineering and shortage of water quality lead to water crisis which severely restrict economic and social continual development.Water resources of drainage basin are important resources on which human live by, are materials base on which economic and social development. Drainage basin is basal space in which human develop. We study drainage basin, optimal allocate of water resources and continually develop and utilize in drainage basin and region which promote human continual development. Several aspects content are included in this paper as following:(1) It analyzes the relation of water resources of drainage basin, social economy and ecological environment. It generalizes water resources system of drainage basin. It introduces significance, connotation, object, principle, approach of drainage basin optimal allocate of water resources. It provides theoretical support and guidance.(2) It analyzes principle, contents and methods of supply and demand prediction of water resources of drainage basin, balance of supply and demand in different conditions.(3) It sets up optimal allocation of drainage basin water resources model formation which contains multiple goals on economic benefit, environmental benefit, social effect and water supply benefit of water reservoirs.(4 ) It adopts large scale system dynamic programming algorithm for solving the mathematical model.(5) It sets up optimal allocation water resources model formation of Taizi drainage basin and solves it.(6) A concise summary is carried out on this paper, and some problems of further research are pointed out.
