The sustainable utilization of water resources is the base and core of sustainable development of agriculture. Sustainable use of agricultural water resources will profound influence the continue using of water resources, and affect the sustainable development of the whole society. None but adopt scientific and reasonable technique and its countermeasures, the regional agronomic can sustainable develop better. The sustainable utilization research of agriculture water resources on irrigation area are relatively perfect and systemic at present, but there are no uniform standard and methods about sustainable utilization research of macroscopically area agriculture water resources. Some problems have emerged such as behindhand management, shortage of water supply and water resources waste and so on.In order to relieve these problems, this article took Langao village of Longkou as an example to optimize allocation of water resources. Langao village lies 5 kilometers to the east of Huang city, and is Connected with Western District. The surface feature of area is piedmont alluvial plain, about 24.5 square kilometers of 75 percent of total area. The Southern part is higher, and northern part is lower. In study area, water resources are shortage and uneven distribution, and the variation of precipitation during years is very large. The main food crops are wheat, corn and peanut, and the main cash crop are vegetable and fruit tree. Learning from characteristics on supply and demand of water resources , we can see that the shortage of water is 2.3×106m3 in dry years, the shortage ratio is 49.7 percent of total, so it is a serious problem. The study on optional water resources allocation of Langao village has the vital significance in enhancing utilization efficiency of water resources and guaranteeing social economy sustainable development in study area.Based on characteristics on supply and demand of water resources in Langao village of Longkou city, the forecast on supply and demand of water and soil resources is analyzed in this article. The main contents and conclusion are as follows:(1) The theories and methods of optimal water resources allocation are systematically analyzed, especially the model structure, modeling methods, characteristics and applying conditions.(2) Based on the rainfall data and the forecast of the demand on industry, agriculture and life, surplus and deficiency water quantity in the study area can be identified.(3) According to characteristics of water supply and demand in the study area, the large system model of water resources allocation in Langao village (LP-DP-SDP) is established and is solved with the decomposition-coordination method.(4) Considering the stochastic rainfall influence to irrigation in each growth stage of single crop.(5) By the model applying,the results indicate that, in the normal years, we can save 1.1×105m3 irrigation water to develop the industry and production. That conforms to the fact and proves that the model is reasonable and could be as the basis of the optimal water resources allocation in study area.
