Theory Study On Water Resources System Security Analysis

Under the international common understandings of the peace and development, the importance of the non-traditional security is prominent day by day, the security of the natural strategic resources have already become the focus of the whole world. The water resources, as a kind of special natural resources, not merely are essential to the life, health and ecosystem, but also is one of the primary condition of the national economic development. So its security reasonably causes the domestic, international scholars' and government departments' extensive concerns.The water resources of our country are mal-distributed in space and time, the per capita occupancy volume is low. On one hand the forest vegetation is destroyed seriously, soil eroded , the river and lake silted up, some areas are arid year after year, but in other areas the big flood appears year after year; on the other hand, because of the economic development and the population growth, some areas are short of the water resources. The agricultural water is in short. The city lacks of water seriously, but at the same time the water pollution is being aggravated, the function is being deteriorated. All these are threatening the development and rejuvenation of our country. On the basis of the current situation of domestic and international study on the water security and severe reality of the problem of the water resources in our country, this paper has made some theory studies on water security.The paper is divided into six chapters, the brief introductions of every chapter are as follows:(1)Chapter 1 Introduction. This chapter has introduced the research meaning. On the basis of the current situation of domestic and international study on the water security and severe reality of the problem of the water resources in our country, this paper has made some theory studies on water security.(2)Chapter 2 The basic theories of water resources security. This chapterproceeds with security theory first, then to resources security, the strategic resource security. The water resource is a strategic resource too. Its security is essential to the security of the economic, social, ecology of our country. At the end of this chapter, the relationship between sustainable development of water resources and water resources security is explained.(3)Chapter 3 The water resources system security analysis. In this chapter the characteristic, structure, function of the water resource system is analysed from the angle of the system theory. The visibility and controllability of the water resources system are studied on the basis of the state equation of the water resources system. The stability of the water resource system is also studied under the stability theory of Lyapunov.(4)Chapter 4 Monitor and control and pre-warning of the water resources system. The purpose of the water resource system security studying is to ensure a district's water security, so use the systematic theory, the real-time monitoring system of water resource and early warning system of the security is to be set up.(5)Chapter 5 Virtual water and water resources security. Virtual water strategy use systematic method to look for solution from the outside, solving water resource security problem through "virtual water strategy". Virtual water strategy has offered a new thinking for water resource security. So the function of virtual water in water resources security and problems existing in using virtual water strategy is studying in this chapter.(6)Chapter 6 Summary.
