The engineering construction supervision has been executed for about twenty years in China. The work of the engineering construction supervision gains obvious effects in investment controlling, ensuring of quality and schedule. Because of the affection of the traditional concepts, supervision system in China mainly puts emphasis on engineering construction process but overlooks design progress. Investigation indicates that the potential of saving of the investment in design process is over ten percent. Ambiguity of the design datum increases the cost, the project can not afford the quality requestment and the using functions because of design accident. Design schedule can not finish according to plan, and so on. All of these directly affect the achievement of the targets of investment, schedule and quality of the whole project. So the thesis takes the supervision methods of the investment, schedule and quality in design progress as the researching target so as to bring into play the plan, control and harmony roles of the design supervision and assure the realization of the target of the investment, schedule and quality of the construction project.The main research work began around the two questions in the thesis, as follows:1. The contents, procedures and methods in design progress were extensively summarized from the angles of target of investment, schedule and quality.2. The thesis takes quantitative analysis as the dominant factor, takes qualitative analysis as secondary factor, and puts emphasis on the optimum selection of design plans. It makes use of the various theories, the basic principles and the methods of engineering maths in the supervision work in design process, such as fuzzy maths, value engineering, grey system and level-analysis. It also establishes the simple and effective practical models. On the basis of practical examples, it perfects the supervision methods of the three objective system (investment, schedule and quality) in design process. So it provides valuable basis for the supervision units improving their work of theoretical project management.
