With the development of society economy, the property loss aroused by flood is becoming more and more critical. It makes badly influence in the world .So people all over the world pay attention to fighting the flood for reducing the disaster. Control-flood decision support system (DSS) is an important part of fighting the flood for reducing the disaster system. With the aid of information system, telecommunication system and computer networks, it offers diversified supports for strategies against flood. It also can improve work efficiency and quality in fighting against flood. To begin with, this paper discusses construction of the control-flood DSS which based on remote technology, sensing technology and Internet technology, and put emphasis on the function of each sub-system. Taking "Qingjiang River" as an example, develop strategies and functions of each sub-system are researched. Besides,Making Qingjiang Valley as a typical instance, this paper reviews the development and classification of hydrology model, and then presents the front of hydrology research---distributed hydrological model. After analyzing current widely used models, Xin'anjiang model and API experience model are applied in the system, and some relational theoretical foundations and mechanisms are presented in detail. Furthermore, in order to increasing the precision of flood forecasting, this paper introduces a kind of real-time flood forecast proofread method. According to the method, the system's flood forecast proofread is put conceive and achieved. Finally, real-time hydrographic scheduling and joint computing is designed for analyzing hydrographic circumstance rapidly and forecasting flood, which is combined with the flood control and disaster reduction of Qingjiang valley. Based on the geohydrologic condition of the drainage area,Qingjiang valley is divided into seven sub-valleys, and rainfall-runoff forecasting and flood routing are processed in sequence, which can provide real-time and strong decision-making support for flood control and disaster reduction. Moreover, this scheme is to resolve the data transmitting between the models to enhance the efficiency of system operating. After analyzing and discussing this scheme, an effective implement method is given, which has successfully applied in the Digital Qingjiang project.
