The Planning Study On The Urban Micro Land-Use Mode

During the period of current economic transformation, the land utilization system is changed greatly in our country. When the traditional land utilization system under which the land is used for free allocation is gradually replaced by the present land utilization system under which the land is used with compensation, the land market is being engendered. The efficiency and equality, in the planning of land use, should be the measure of balancing individual interest and social interest. So to urban planning as the benefit distribution mechanism, the efficiency and equality has already been its central problem. But, now, because of the lack of the research on micro land-use mode, and even lack of the compositive research on the efficiency and equality in urban planning in our country, the urban planning drawing-up seriously breaks away from the urban planning implementation. Drawing lessons from the basic theories of the efficiency and equality in the economics and the sociology, and the way of thinking of the policy analysis, the research studies the micro land-use mode. According to the theory core of the different principles of assigning in welfare economics, the research establishes the order of the value orientation, the distribution criterion, mode to study and the suggestion to the suitable condition, so as to study the micro land-use mode concretely. The research mainly involves the different situations of exterior effect which affect urban planning on two levels. One is the planning drawing-up, and the other is the planning implementation. Then, the problem, which should be paid attention to in the application in practice, is discussed simply in order to be more close to the reality. On this basis of summarizing the research on the micro land-use mode, the defect which is in the current technique method of micro land-use, has been advanced. Then, from the angles of the equality and efficiency, the point of combination of the values and the technology has been emphasized, and the suggestions have been brought forward for perfecting the planning analytical method, the planning procedure and the planning decision system of current practising levels.
