"Code for Classification of Urban Land Use and Planning Standards ofDevelopment Land (GB50137-2011)" formally promulgated and implemented witheffect from January1,2012. In this old and new conversion, this paper takes acomparison of the old and the new of the "standard" as the core content, and reasercheson the "why changed","how changed","changed,and how" three aspects.In urban and rural land use classification, based on the external conditionschanges in the relationship of urban and rural development and urban regionaldevelopment, and as well planning of urban and rural land for exploration and theinternal power of non-urban construction planning, contributed to the new version ofthe "standard" changed from the "core city" of the old "standard" to the "full coverageof urban and rural areas. This change adapt to the development trend of China’scurrent urban and rural land use planning.But as the technical basis of theplanning,there is still lack of meeting the protection and utilization of the coordinatedcentralized layout of the area of industrial land and non-land for construction.In the urban construction land classification, taking into account the progressivetransformation of the "standard" prerequisite, the new version of the "standard"classification system inherited of basic principles of classification and methods of theold "standard".However, the new "standard" adjusted the levels and definitions ofurban construction, from the point of Market-oriented development and public interestprotection, in line with the characteristics of external market development, adaptexisting planning standard system coordination and meet of new demands of urbanfunctions of land types. The progress is self-evident. However it should also be noted that the new introduce the "public welfare" and "profitability" land propertydifferences in the principle of the land use classification without a clear definition.Andthere are potential pitfalls in the land use management, due to dividing theclassification of Urban Land in the way of the main function of land use.In the standards in the construction of urban land use planning, the new version ofthe "standard" inherited the old "people to the corresponding control ideas, but make agreat change in the three control standards.Analyzing the reasons for the changesdeeply, that the awareness of the multi-factor impact of urban land use and the changesof objectives and control of Urban land use planning, by the "single" to "multiple","comprehensive plan" to "differences in control".But it has limitations in the"Corresponding to the person" control ideas, static indicators of control and theindicators simply control the trend of the market allocation of land resources.Finally, on the basis of the above analysis, the combination of theory and practiceof countries in regional cities and domestic cities, the paper proposed oriented land useclassification of the different levels of planning and management of the new version ofthe "standard" application Thinking, and Urban construction land region-orientedindicators balanced, dynamic and reflect the land use performance standards intothinking.
