Obervability Analysis is an essential function of whole network state estimation. Itis well known that conventional state estimate is inefficient in computing speed andaccuracy in large-scale systems. The introduction of the Phasor Measurement Unit basedon GPS has solved this puzzle because it can directly measure voltage amplitude andphasor with high accuracy. If all buses are placed with PMUs the whole network iscompletely observable certainly. But it is impossible to place PMU for every bus atpresent because of the costliness of PMU and it communication systems. Optimal PMUplacements based on complete observability and incomplete observability of powersystems are mainly studied in this paper, which are both realized by simulated annealingalgorithm. Furthuremore, combination algorithm is put forward to solve the PMU phasedinstallation problem. All optimal placement methods discussed in this paper take theconstraint condition of node sensitivity into account during the course of seeking optimalsolutions, which can ensure that as more PMUs as possible are placed on buses with highsensitivities in the optimal solution to gather more valuable network dynamic data withhigh accuracy directly.
