Communicative Planning-Theory And Method Research

In 1977, the document - CHARTER OF MIACHU PICCHU declared that: "It is public that create our urban environment. Then urban planning must be constructed on the basis of cooperation between professionals, urban residents, public and political leaders." In another word, the Charter emphasizes that urban planning must be contributed by communication and cooperation from each main body such as plan designer, imp|ementer and administrator. Nowadays, the structure and content of urban planning are being more and more enlarged and complicated. All stake-holders want to be involved in the planning process and pay more and more attention to how their benefits can be protected in the plan. Then the issue of conflict is rising. To this point, the importance of communicative planning thinking is concerned by more and more people in planning field. However, there is no systematic and comprehensive researches contribute to the theory of communicative planning to this day, and there is also no method to explain how to implement communicative planning in real planning practices. And this is the real problem that should be studied.This thesis follows the clue of developing process of modern urban planning, analyses the procedure of communicative planning thinking in its different periods. It tries to dissect the theory framework of communicative planning including its concept, main original ideas, shortcomings and advantages. The thesis also claims that it is necessary and important to advocate communicative planning in China because Chinese urban planning is facing the big challenge that could be addressed by implementation of communicative methods. Moreover, by exploring some oversea experience and Chinese procedure and character of urban planning, it tries to find an effective way to implement communicative planning to solve some real problems of Chinese urban planning. At last, there are some exploring experiments from author's own experience to explain how to flexibly use communicative methods to deal with different conflicts in different situations.
