The Layout For Water Diversion Works From The Yellow River To Hekou District Of Dongying City In Shandong Province

Water is a type of unsubstituable and significant resource and one key factor for the sustentation of social economic system and ecological system; Water resource is not only one of the circular and regenerative basic natural resources, but strategic economic resource. However, the shortage of water resources has become a major limited reason for the sustainable development of economic society. Therefore, the rational water supply works are the key and presupposition to resolve water supply-demand balance and realize the sustainable usage of water resources.As we all know, Hekou District is a water-deficient area, whether from resources or works; In this article, the shortage amount of water resources and the scale of storage works are forcasted under different guaranteed rates in different periods, and water-supply works planning and the drought resisting measures are undergone systemic analysis ,on the basis of the close combination of conditions of water resources and the actual things of the construction of water projects of Hekou District,as well as some major technical measures such as the analysis of supply-danand balance,scale optimization and water diversion.The main contents are included:1. The details of social and natural geographical situations, the water supply capacity of current projects, and the key problems existing in the water supply areas and the importance of wanter supply planning.2. According to the aims to develop society and economy of Hekou District, the actual used water in recent years have been surveyed and analyzed. The supply-demand balance of water resources in Hekou District in different level years is analyzed on the basis of preferential saving-water ways to seek the potential of water resources and reasonable usage of current water-supply works, kinds of optimized methods to distribute water resources. The results show that the supply-water amount in different level years basically meets the need, only western water-supply regions exist shortages of water to some extent during March to May on the consideration of distributing water monthly3. On the basis of the overall layout of water-supply works, the building plans are demonstrated. A new project diverted from east to west is to be built to meet the demand of the economic and social development in western regions. And to further raise the efficiency of using water, some specific planning indexes are advanced for the water intakes, conveyance or sediment canals, diversion channels and water storage works.This construction will play a great role to improve the water shortage in the middle-weatern areas of Hekou District, promote ecological environment and maintain ecological balance.4. In order to reduce nation's and people's economic losses and keep social stability,different kinds of project and non-project measures are taken to rationally collocate water resoures.
