The assessment of water environmental carrying capacity can reflect thatwhether the regional water environment system and the urban synthetic system are concertedand balanced effectively, and indicate the current status of water environment and the carryingstate of various urban operating index. As the frontier city and the strategic area of oildevelopment in Yellow River delta,which was approved recently, the quality, scaleand the speed of construction of Hekou District, are determined by its waterenvironmental carrying capacity directly. So it is significant for the carrying state and futuredevelopment of the study area to study on the water environmental carrying capacity.Based on the characteristics of water environment of Hekou District, the analysis on the maininfluence factors and the comprehensive assessment on the status of waterenvironmental carrying capacity were conducted combined with the current status of society,economy and ecological development of the study area in this text. The research contents andachievements were as follows:1. Analyze the basic situation of Hekou District, including geography, geology, climate,hydrological characteristics, etc. Investigate and collect of the society, economy,construction plan of Hekou District, etc. Analyze the characteristics of Hekou District waterresources and water environment. The survey shows that water environment status of HekouDistrict is poorer, embodied in the serious water pollution, ecological system is fragile, etc.2. Based on collected various data, according to guiding ideology of establishing indexsystem, with the principle of representative, relative independence, objectivity, comprehensive,dynamic, rationality and feasibility, the content conforms to the requirements of all kinds ofindexes, and conforms to the water environmental carrying capacity index system of HekouDistrict.3. According to the water environmental carrying capacity index system of HekouDistrict, the content uses the Analytic Hierarchy Process to divide the system hierarchy, anduses1~9Proportional Scale Judgment Method to construct the judgment matrix, and finallyconfirms the weight of all levels and index of system.4. Vector Norm Method is adopted as the evaluation model of water environmental carrying capacity. And the Mean Square Decision-making Method is used as the objectivegroup in evaluation of water environmental carrying capacity. the content analyses andevaluates the water environmental capacity in2006-2011of Hekou District. Research resultsshow that water environment carrying capacity of Hekou District is being in the medium level,easily affected by environmental factors change of state.5. According to the status of water environmental carrying capacity of Hekou District,this paper designs three kinds of urban comprehensive development plan: Target solutionsPlan, High poilution prevention and control Plan, High-standard comprehensive developmentplan, and according to the those plan, respectively forecasts the water environmental carryingcapacity of Hekou District of2015and2020levels.6. According to current situation and the evaluation of the prediction of the waterenvironmental carrying capacity of Hekou District, the paper puts forward specific measuresto improve the water environmental carrying capacity of Hekou District, includingstrengthening water resources of Hekou District, strengthening the protection andmanagement of Hekou District, strengthening water-saving society construction, improvingthe sewage treatment plant standards of Hekou District, etc.
