With the rapid development of economy and society, the contradiction between the supply and requirement of water resources is becoming aculeate increasingly. Water shortage has become the important factor to restrict the sustainable development of society and economy. Water resources rational allocation is the important instrument for water resources efficient utilizing. Based on summarizing the research fruit of water resources rational allocation and synthetic evaluation, the main contents which the research comprises in this dissertation are as following.(1)Discribes some concepts of water resources rational allocation, such as the connotation, the object, the principle. The work approach and main content of evaluation by synthesis is introduced.(2)It classifies the uses of water and water supply project, then discusses the methods to predict the demands of regional water resources, the methods to calculate water supply available and to analyze the supply and demand balance.(3)A index system to evaluate the allocation of water resources is proposed including society, economy, entironment and the uses of water resources. The step-up model of water resources synthetic evaluation is built, combing objects, rules, index and schemes. Also, this paper adopts multilayer fuzzy optimization model to evaluate the allocation schemes of water resources.(4) Based on the analysis and appraisal of water resources supply and demand situation in Maoming city, the allocation results for Maoming region, on condition of 90% rainfall guaranteed rate and water demand level in 2010 are obtained. Using the established synthetic evaluation model, selecting the water resources rational allocation schemes which can encourage the society, the economy and the entironment's harmonize development. The plan is fit for the region's actual situation, and shows that the established evaluation index system and the model is reasonable and feasible.
