Study On Rational Allocation Of Water Resources And Evaluate The Allocation In Dalian

As a sort of precious resource and an basic element of the nature, water resources is very important in people's production and life, and it also does the work of sustaining the protection and improvement of the ecological environment. It can even be regarded as the basic of sustainable development of the society and economy. With the society and the economy developing rapidly, the imbalance between supply and demand of water resources is aggravated day by day, the lack of water resources became the key factor that hinder the sustainable development of the society and economy. Rational allocation is one of the effective regulation measures to develop and utilize water resources. So it is both theoretically and practically important to research the rational allocation of water resources.This paper did the research of the rational allocation of water resources in Dalian, which combined two scientific research projects with the background of water resource in Dalian.(1)The supply and demand status of water resources in Dalian is researched with the analysis of society, economy and general situation of water resources in Dalian. The tendency of supply and demand of water resources in Dalian of the year 2010 is predicted.(2)The optimal allocation model of water resource in Dalian is established on the basis of summarizing the relevant theories and concerning the concrete conditions of water resources allocation in Dalian. The scheme group is obtained with the model solved.(3)The index system of scheme evaluation of multi-dimensional water resources allocation is established on the basis of the systemic research of the theory and model of water resources allocation scheme evaluation. Many multi-target comprehensive evaluation models are researched and applied. The water resources allocation scheme in Dalian of the year 2010 is optimized and the ideal solution is obtained, which provides scientific basis of rational allocation of water resource.Lastly, the whole paper is summarized and some promising issues are discussed.
