Research On The Evaluation Index Systems And Evaluation Model Of District Water Resources' Reasonable Allocation

Water is the indispensable natural resources to human beings, and also is the strategic economic resources to the development of economy and society. With the rapid development of society and economy, the contradiction between the supply and demand of water resources gets more aculeate, and the water resources becomes one of the key factors in sustainable development of social economy. At the same time, the rivalrousness of water utilizing is increasingly appearing. Conducting research on water resources' reasonable allocation along with its evaluation index systems and evaluation model has very important significance for theories and great value in practice.On the basis of summarizing and analyzing the existing research results at home and abroad, the evaluation index systems and the multi-level fuzzy excelled selection evaluation model of district water resources' reasonable allocation are proposed, which is used in the East of LiaoHe Basin. The major contents are as follows.Firstly, the importance of water resources' reasonable allocation is expounded by researching the major problems in the current exploitation and utilization of water resources in China, and the developments and characteristics of the water resources' reasonable allocation at home and abroad are analyzed and summarized.Secondly, the basic theories of water resources' reasonable allocation such as connotation, main contents, aims, principles and modes are systematically explained, which provide theory basis for the establishment of the evaluation index systems and evaluation model of district water resources' reasonable allocation.Thirdly, the universality evaluation index systems of district water resources' reasonable allocation including five rules(the society rationality, the economy rationality, the entiroment rationality, the resources rationality and the efficiency rationality) and masses of indexes are proposed by studying the principles and means of establishing evaluation index systems.Fourthly, the multi-level fuzzy excelled selection evaluation model of district water resources' reasonable allocation is established, also the approaches to this model are recommended.Finally, the research on the evaluation of water resources' reasonable allocation of the East of LiaoHe Basin as an example is done by making use of the established evaluation index systemsand multi-level fuzzy excelled selection evaluation model, and a reasonable scheme of 2010 is selected.
