There are many assessment and decision-making issues in water resources planning and management. According to the principles of sustainable development and water resources two-element load capacity, evaluation of basin water resources allocation rationality was studied from water resources sustainable use and regional harmonious development by means of the techniques of system science, modern multiple element statistics, water resource science and so on.After seeing about the status and specialty of physical geography, social economy, entironment and water resources in Heihe River basin, we choose satisfying plan from allocation plans set which come from simulant model.The chosen plan will remain the environment when promote development of society after it has been carried out.This thesis study by the numbers the index system-building, weights, comprehensive evaluation, group decision-making and so on. An index system is put forward to assesse rational allocation of basin water resources. The index system consists of subarea indexs and collectivity indexs. When electing the indexs, 6 basic principles which include society rationality, economy rationality, ecology rationality,resource rationality, efficiency rationality and development harmony must be followed. To find the solution of multi-layer, multi-objective, group decision-making questions in evaluation of water resources allocation, we put forward a new method which is called multi-dimension hierarchical evaluation based on matter-element analysis.We also apply integration of several methods to evaluate allocation plans,and get satisfying result.The theory and method is applied in Heihe River Basin, and has proved effective and practical. The study offers administrator recommendatory allocation plan to make decision. In the introducation, backgrounds, senses and contents of this study are set forth; In the 2nd chapter, studying actuality is summarized; the theory foundation and evaluation craterias of evaluation of basin water resources allocation is put forward.The principles of indexs system-building are set forth in 3rd chapter. We also introduce the way of electing quantitatively indexs in this chapter. The experience and impersonality methods of assuring weight are summarized in the 4th chapter. The studying keystone in 5th chapter is evaluation method, and some important and novel methods are introduced. Group decision-making also has been discussed simplely. On basis of foregoing chapter, an evaluation model of basin water resources allocation is established in the 6th chapter.The model is applied in 7th chapter to evaluate allocation plans of Heihe River Basin water resources, and offers recommendatory allocation plan.The primary and innovative studying work is summed up, and shortcomings are pointed out in the conclusion.
