With the economic developing and population increasing, water lacking is getting more and more serious in the north areas of China, whereas the questions such as waste, pollution and exploited excess are always existed in these areas. Only finding out the amount of suface water and underground water, optimal dispatching the limited water resources, and making sure the ecosystem well-balanced, can make it possible to release the water lacking stress and ansure water developing sustainable. In this paper,"four waters transform"model is built to research the relations among different kinds of water; multiple objects linear program is adopted to research the suface and underground water unified dispatching, and game theory is used to analyse water resources optimal dispatch meathods based on water market. The main content and results are as follows:(1) The transforming among four kinds of water is researched and underground water is divied from suface water by building"four waters transform"model, based on which water over accounted and snatching one another between suface and underground water in the process of water developing can be avoided. Genetic Arithmetic is used to decide the parameters in"four waters transform"model, finally, accurate results are achieved and the four waters'relations in water quantity are explained clearly.(2) Ecological water demand in river channel is figured out definitely, and the ecological water is top-priority in order to suppress the damage to environment in the process of developing suface water.(3) Available water both suface and underground are figured out based on guarantee ecological water and developing sustainable, and fuzzy mathematical method is applied to assess water quality from different water source districts. Furthermore, if the water is suitable for drinking, irrigation and industry use are evaluated respectively.(4) In the paper, suface and underground water are united to dispatch water resources in this region, and water quantity and quality is combined as well in the process of dispatching research, which can meet corporations'need in both water quantity and quality and can make water supplying more effective.(5) Three methods to dispatch water resources based on water market system are brought forward, and game theory is adopted to analyse them. Finally, the Nash equilibriums of water rights trade mode and administrative intermediation mode are worked out. Besides, an example is given to explain that water market system redounds to making more benefit and higher efficiency, and is an effectual system to realize water resources optimal dispatching.(6) The sustainability of region water resources developing is assessed, and evaluation indexes coverd water resources, social economy and environment are selected to form an evaluation system; fuzzy mathematical method is used to analyse this question and an integrated result is brought forward finally.
