The management of sustainable water resources is the focus problem of studying of water in the world nowadays. The management of sustainable water resources management refers to seek the best connection and coordination between economic development, environmental protection and human social welfare in the planning, development and studying of management in water resource. It is also benign cycle of development and utilization and management of water resources that people often talk about. The Dongjiang water source project of Shenzhen, which was started working in 1996 and tested run in 2001, is an important interbasin water transfer project, which can alleviate water shortage of Shenzhen, and can accelerate the development of economic steady, ensure the people's household use that improves day by day. Whether can have the high-level scientific management or not after the project is built up will influence the economic benefit's exertion of the project directly, and will also influence the sustainable development of the economic and society of Shenzhen at the same time.The key point of this paper is the study of the changes of water quantity and water quality combined to the Dongjiang water source project, including monitoring the quality of water environment, evaluation criterion, simulation and prediction, and quote relevant data on the basis of this to carry through corresponding mathematical model analysis and dispatching management application study of the unification unification of water quantity and water quality. The main research content of this paper including the following three parts: the study of diversion water quantity's change of Dongjiang water source project, the study of water quality's change, study of the unification unification of water quantity and water quality.The research results of this paper have passed the inspection of the actual project, the result indicates that the method used in this paper plays a very good guidance role to the virtual dispatcher of east river water resource project and have a very important meaning to the optimization dispatcher of the other water source project too.
