Yingkou is a coastal city in serious lack of water resources. Water resources arealways one of the factors restricting the local social and economic development. Thisissue has attracted more attentions in recently years. The research on thesupportability of water resources is a part of the research on local sustainabledevelopment. From the viewpoint of the balance between water supply and demand,this article firstly forecasts the annual water demands at different levels based on theLong-Term Planning Outline for 2010 and the Overall Plan of Urban Development.Then it compares the designed water capacity of the existing water works with theactual water supply capacity and evaluates the supportability of the local waterresources. From the above analysis and evaluation, the conclusion that there is a poorsupportability of water resources in Yingkou is obtained.This method takes the water resources as the base, the rational distribution ofwater resources as the precondition, the potential and development prospect of waterresources as the core, and the systematic analysis and dynamic analysis as the means,in order to realize accordant development of population, resources and environment.So we must give full consideration to the co-relationship and interaction between thewater resources system, macro economic system, social system and waterenvironment system. The principal research methods at present are: Water supply anddemand forecasting balance method, Multi-purpose analysis, Gray clusteringevaluation, Fuzzy integrative evaluation.The supportability of water resources means the capacity and limit of naturalwater resource supporting the accordant development of population, environment andeconomy at a living standard and with a quality of ecological environment in an area.This capacity and limit can be measured in three indexes, i. e. the water supplycapacity, the local population limit, and the economic growth limit. Now the researchon the supportability of water research is at the initial stage both domestically andabroad, and there are no uniform matured methods. This problem, however, can besolved by using the existing and new methods with the aids of existing scientificknowledge, theories and methods in combination of the nature of local problems andthe trend of the decision-makers based on the situation of local social and economicdevelopment and the natural and social attributes of water resources and under thedirection of sustainable development. This article will adopt two methods for analysisand research on the supportability of water resources in Yingkou: Water supply anddemand forecasting --balance method, Multi-purpose analysis --a method ofsystematic analysisConstruction of the water saving society, water saving economy and watersaving city as well the water saving industry and agriculture is very significant forsolving the problem between lack of water resources and sustainable development.Water saving not only depends on the technology of water saving but also involves inadjustment of production layout and structure, renovation of industrial processes andtechnologies, changes of living styles and updating of the concept and practice. Usingthe economic lever through rational water pricing, institute the laws and regulationsfor protection of water resources and water saving in the city, and enhance themanagement of water supply and water use and the planning and management ofwater resources.The water problem is the "bottle neck" restricting Yingkou is significant.Therefore, researching the supportability of water resources for Yingkou issignificant.
