Chongqing has a subtropical humid monsoon climate with four distinct seasons. Summer of Chongqing is hot and winter is cold. Since the open and reform, Economy in chongqing developed fast, especially after Chongqing become a new Municipality directly under the central government in 1997. With the fast development of the economy, Building energy consumption in commercial buildings increased rapidly.Through a survey of 31 air-conditioned commercial buildings and the tests of typical buildings, we established some energy use characteristics pertinent to shopping centers, hotels and integrated buildings. The energy use intensity (EUI) for shopping malls and hotels is 225kWh/m~2~339kWh/m~2 and 66~224kWh/m~2 separately. The electricity consumption intensity for hotels and integrated commercial buildings is 48~155 kWh/m~2 and 45~243 kWh/m~2 separately. HVAC is the single largest electricity end-user, accounting for 47% of the total building electrical demand the energy end use and so on. From the monthly energy use profiles for these commercial buildings, we can notice a distinct seasonal variation in energy use. The main problems existed in the measured buildings conclude: low energy efficiency plants, low EER when the cooling load decreased during the night period in hotels, bad management, dissatisfied indoor air quality, low efficient water system and so on. If we can avoid these problems, a lot of energy can be saved. In subtropical Chongqing, energy consumption in shopping malls show distinct seasonal variations, so we use regression analysis method analyze the relation between monthly energy consumption and the mean monthly outdoor dry bulb temperature. Through the regression analysis, we established a simple index to assess and control energy performance of existed shopping malls in Chongqing. At the end, according to the developing trend of energy efficiency in developed countries, we suggest adopting Environmental Value Engineering of heating, ventilation and air-conditioning system(EVEAC) as a promising index to evaluate the energy performance of the commercial buildings in Chongqing.
