Voltage Hierarchical Control, called VHC for short, is an efficient means for powersystem to assort with VAR voltage control. Area Partition is the key to SecondaryVoltage Control which belongs to Voltage hierarchical control. Firstly, the article unitesElectric Distance according to existing methods while it also defines Electric DistanceMethod, called EDM for short. The definition of Electric Distance and clusteringanalysis are important to EDM. Secondly, Fuzzy Clustering EDM is introduced which isvalidated by IEEE39 node system and IEEE118 node system. Thirdly, it deals with thesequestions such as isolated nodes, PV nodes and combination of sub-areas which belongto this kind of EDM. The model of software for VHC based on Electric Clustering EDMis confounded. Finally, VHC system to Hunan electric power system is designed simply.The area partition has been done for this system under four typical running modes inorder to validate Fuzzy Clustering EDM again. The choice of VAR electrical sourceconfiguration place in each area is analyzed deeply.
