Reactive power and voltage control system is playing an important role for secure and economic operation of electric power systems. With the development of computer and automation technology, the Automatic Voltage Control (AVC) is possible to be realized. Firstly, the article researches Automatic Voltage Control (AVC) structure and analyses the relation and difference between the currently using Automatic Voltage Control (AVC) structure. Three-level hierarchical control structure is more suitable for the currently rapid developing china electric power system .Voltage area partition and pilot bus election is the key to three-level hierarchical control structure. Secondly, the article researches existing voltage area partition methods and discovers the localization of them. Thirdly, in allusion to the shortages of the existing voltage area partition methods, the article expatiates a clustering method based on VAR Control Space which describes how the load bus voltage is controlled by generator Var is presented and all the nodes to be partitioned are projected into this space. The result of voltage area partition is more suitable for three-level hierarchical control structure. The first question of clustering method to be solved is how to deal with sensitivity .The article researches method how to deal with sensitivity. Finally, AVC system to Xinjiang power network is designed simple. The area partition and pilot bus election has been done for this system by using clustering area partition method based on VAR Control Space and electric distance method. The simulation results are rational.
