Automatic Tolling System Based On License Plate Recognition On Speedway

Nowadays there are many tolling modes on speedway, such as manual tolling, IC card and infrared charge。 These modes have many faults, for example, toll losing, vehicle jam and too many tolling road, costly. Provided speedway use automatic tolling system, the tolling process will be automatic absolutely. And the crossing capacity and service level will be improved greatly. The staff's labor intensity and working condition can be improved too.The paper designed a kind of automatic tolling system based on license plate recognition. It is a special computer optical system focus on special object. Using computer visual, image processing technology, mode identity technology and artificial intelligence technology, the system dealt with the special vehicle image captured by vidicon. The system could recognize the number, letter and Chinese character, and can give the recognition result .This made vehicle inspected and managed become true.In order to realize character segmentation on license plate, we should wipe off the frame and rivet and then bring forward the projection arithmetic to divide character cursorily. Then the conglutination character was subdivided applying split arithmetic based on contour projection and split character was dealt with combination arithmetic based on area clustering.In order to realize character recognition on license plate, we adopt template matching based on thinner image. Firstly the character image is made thinner to eliminate the effect led by different stroke. Then we calculate Hausdorff distance between character image and template in database .When distance is the least, the corresponding template character is the result. Finally the result is to be analyzed more to ensure better identification rate.
