The generation expansion planning is an important part of the strategic development planning in all power system.An ideal planning can protect the secure economical and reliable running of power system.Especially,with the advancing of reform on "separating of power plant and grid ,selling electricity by competitive price",power industy will realize the running of commercialization.So,it is a very significant things for setting to the planning under the electricity market.In power market,electricity enterprise ought to regard the maximize of profit as their aim,all investments and decisions should consider fully the gain,avoiding the blindness of the decision and investment.So, how to realize the generation expansion planning of power system in power market is the completely new question for study to the planner.The paper put forward the model and arithmetic through the study of the generation expansion planning in power system under the condition of electricity market. The model based on traditional planning demonstrates the cooperation of reliability, economy and continuable development .The solving for the objective function is by the Genetic Algorithms based on Grefenstette coding. In the process of resolving, the model can not only get the best result and hypo-result, but also increase the scale and speed of computation. The obtained results of numeral examples indicate that the model and arithmetic are both reasonable and effective.
