Power energy is a kind of special merchandise which is provided by power service department to consumer and guaranteed by the two parties. With the high speed development of technology, the power energy has being worsened by a large of non-linearity loads, however, the requests to power quality is higher and higher. It is a basic request for people to improve energy quality in order to guarantee the safety of power energy.The main contents of power energy include frequency deviation, voltage deviation, voltage fluctuation and flicker, voltage unbalance, temporary or transient over-voltage, wave distortion, voltage dips and interruption, power supply reliability and so on. They reflect both parties' interaction, influence .their responsibility and obligation. Almost all kinds of phenomenon and determinant standard of power energy quality are simply described in this paper, and the power energy quality standard in China is also simply explained, and point out that there are a lots of works to make the power quality standard of our country perfect.There are three kinds of power energy quality analytical method, including the analytical method in time, the analytical method in frequency and the analytical method based on mathematic transform. The analytical method in time often are used with the analytical method in frequency as they are special characteristic, however, the method based on mathematic transform is used in power energy quality analysis widely. Their principles , merits and disadvantages are simply analyzed in this paper, and then all the mathematic analysis methods and formulas are given according to the determinant standard of power energy quality.Today many kinds of power equipments are produced, but almost everyone of them id simply in function, or else it's very expensive. To design a high precision power quality analyzer is a good ideal for us. A high precision,3-phase power quality analyzer based on DSP and C51 is designed after analyzing the requirement to thehardware and software of power quality analyzer in this paper, so that this equipment can carry on on-line analysis of real-time to various common beacons of the power quality. Modularization designing method is used in this analyzer. The power signal board , testing main board, DSP core board and communication-display board are designed independent and every one of them compose the named function between the HPI-8 and serial communication.In the designing of software to the equipment, C/C++ is used firstly, only very little hardware initialization work is written in the assembly language. Through this kind of hybrid programming method, charring out a program designing under this situation that do not lower the run-time performance and make out a program design efficiently. And then the designing and debugging for the software and hardware are simply explained. Caring on a great deal of works of testing and improvement in the soft-hardware design process, and through this kind of soft-hardware debugging and the improvement to the equipment, making this tester have a pleased result on the function and the precision.Finally, a prospect of power quality analyzer is given after the summarizing of this paper, and the defects of this analyzer which are needed to be improved are also explained.
