| The title of this thesis is selected on the basis of "Research on allocationmeasure of water resources in the Western of Jilin Province(20020401) ",thesub-task of "Optimized allocation of water resources sustainable use in theWestern of Jilin Province ".The Western of Jilin Province is a biogeocenose which transits fromsubhumid forest grassland to semiarid and desert zone,In this area the waterresources is short and the amount per person is 798m3 at present ,which is onethird of the equalizing value in our country. The rainfall had increasinglyreduced and the Tao-er river and the Huo-lin river had been in the state ofwater interception in the area since the deluge at 1998.The shortage Waterresources is becoming more and more serious.All of these are the main factorsthat counteract ecological agricultural construction and stride economicaldevelopment of Jilin Province.Therefore, the study on sustainable optimizedallocation of water resources is very important and significant.This thesis studies on the system of water resource in the researcharea .The text consist of six parts.The first part introduces the general situationof the environment in this area.The second analyses the quantity and theexisting condition of the exploitation and utilization and the developmentpotential of the water resource.The analyses refer to the quality and quatityof the water.The third studies on the demand-supply balance of water resource,which points out the relation of the water demand and supply in the future.Thefourth studies the optimize management on the sustainable use of waterresource in the region with model of multiple objective programming,putforward the rational project of optimized allocation of waterresources,provided the warranty and countermeasure on optimized allocationof water resources.The fifth part studied assessment of sustainabledevelopment of regional water resources.The fourth part is the most important.This paper which takes the water allocation as the study background andconsiders the practical condition does some coherent predictions based on thesocial economic development indexes with prediction theory and method. Thisprediction includes 2010's water demands in life,agriculture,industry,construction,the third industry and ecology, and watersupply are anticipated wich the ration predictions. Basing on the supply anddemand prediction the demand-supply balance of water resource wasanalysed.The anticipation has double schemes :high-project takes into accountcompleted and used for large-scale hydraulic project,and low-project don'ttakes into account it.The study on the demand-supply analyse of waterresource indicates that contradiction of water supply and demand is becomingmore and more extrude. This paper studies the optimized allocation of waterresources to hammer at the realization of region water resources sustainableuse.Oriented by sustainable development opinions,the paper combines theoptimized allocation of water resources with social economydevelopment,ecological environmental protection.Starts with the backgroundand the research meaning of the optimized allocation of water resources,anddiscusses the basic concept,theory,methods and development direction of theoptimized allocation of water resources in detailedly;Based on the supply anddemand equilibrimn of water resources and adoption of system optimize andconcepts of maximal net benefit with the economics of welfare and theory ofvalue of water resources and boundary opportunity cost,this paper establishesthe multi-objectibve model of optimized allocation of water resources,whichcombines regulation and utilization of local ground water and surfacewater ,And seeks the maximal integrated benefits of economy,society andecology.The model is resolved with the specialism operational researchsoftware -----LINDO6.1.This paper adopts a fuzzy pattern recognition model and a method refer tothe qualitative assessment of sustainable development of regional waterresources of research area.Basing on these plout out five distinctions forqualitative assessment of sustainable development of regional waterresources.The study indicates that the sustainable utilization of regional waterresources will be developed well when we do nothing but take into accountlocal water resource.In most places, for example Tao'nan and Taobei, thesustainable utilization of regional water resources isn't considere as aimportant part.So it is important to make good use of the surface waterresources that enter or pass through the study area,and do some diversionworks between different valleys and in some areas,which is also a importantmeasure for the coordinational development of the study area'sliving,economy and environment.The study on the optimized allocation of water resources of research areawill help to find out the relation between water supply and demand,which canimprove economy net benefit and social benefit;we should pay attention toprotect ecological environment which has a signification to realize thesustainable utilization of water resources and the sustainable development ofeconomy for the Western of Jilin Province. |
