It is a premise that solves the water resources shortage to reasonably estimate demand of water resources.Shapingba district of Chongqing will change very greatly from population to the industries decade in future. This thesis researched the water resources in Shapingba of Chongqing. According to the present condition of using water, 2015 currently diagram and estimate of populations used water quantity was analyzed and reasonable need of water was predict. For the west of Shapingba district needing water amount and discharge scales were done reasonable calculation, and fixed position in the space. It provided the reference for the design implement that supplies water the pipeline. In addition to develop making use of the water resources, the thesis still put forward a strategy that carries on manage to the environment of water. For example recycle the wasted water, Strengthen to thought the consciousness education etc. in the end of thesis based on reasonable control use the water quantity and needing water and supply water the design of the pipeline the water resources management system is built about Shapingba district. It serves in the water conservancy section.This thesis takes the following achievement.(1)Use the water quantity is computed according to the village, and classified according to type of use the water. According to the geography and the circumstance of use water it was divided three parts, eastern part, central part and western part. Using the water quantity have be had the covariance according to the different district. So the conclusion can be drawn that enough water is in eastern region, central part and western region is water shortage.(2) According to the population, the industry total production value, needed the amount of water carry on the reasonable estimate for 2015. The construction of the University City not only is the population quantity and the fluctuation of the positions but also aroused the increment of the industry production value. In 2015 three industry areas also aroused the development of the town population. So Shapingba District in 2015needed water amount will mainly be from industry and town population. (3)Government put forward supply water plan for Chongqing city region. For the route of water this thesis carry on the analysis from the aspects, headwaters, geography and geology...etc. Tongguanyi route is reasonable.The author put forward own standpoint: River water of Jialing can replace the water of Yangtze River sometimes and can provide water for Zhongliang maintain. In addition, this text also put forward various measure of environment of water manage. (4) The last one chapter of thesis author built up water resources management system using of the GIS arcview software. This management system makes the space database and property database combine. It can carry on data searching, fixed position and information sharing and outputting. It is more important this system can carry on the scientific management for the water pipeline.
