The polder areas of Southern Jiangsu province lie in Taihu basin. Since the Reform, there's a remarkable advancement of the urbanization level, and notable changes have taken place in the water system and the hydrological conditions in the polder area. In the new round planning of the polder areas, regions in Southern Jiangsu province require that the future water logging planning is done according to the town drainage criterion. The concepts and methods of the urban development departments and water conservancy departments used to reckon the drainage discharge are not completely in the same. Thus there is significant research sense and prospect in comparing similarities and differences and considering the match of the two methods. It has great significance and practical value towards the sustainable development of society, economy and environment of the developed area in Southern Jiangsu Province, especially to the insuring of region security and favorable aquatic environment. At the same time, the paper also probes into the optimal area of river network and lakes in urbanization regions from the aspect of ecology hydrology. It presents some reference to the water system programming of ploder areas in the process of urbanization.Firstly, the paper briefly introduces the research actuality and development of drainage and water surface ratio home and abroad from the aspect of calculation theory. Through the significance analysis of different kinds of hydrologic data of Suzhou, it is obtained the impact of urbanization development on hydrological condition of polder areas of Southern Jiangsu before and after the Reform and the 1990's. Secondly, by means of analyzing the rainfall data of the five hydrologic stations in Changzhou, Suzhou, and Wuxi form 1951 to 2004, under the circumstance of the same rainfall duration, the correlation of precipitation and recurrence interval with the different sampling methods used by the urban development departments and water conservancy departments is obtained.
