Water system planning at county and township is a special planning in comprehensive planning,which is important for society, economy and environment sustainable development in water network region. A reasonable and scientific water system planning is a base of water resource exploitation and protection, and a important aspect in enforcing scientific development view, promoting harmonious relation between human and water, practicing natural water resource idea, and also a need for society evolution, which is meaningful for area development.In this paper, three water system planning tech-problem will be discussed, including criterion of flood protection and storm drainage , water surfer rate and storm drainage modulus calculation in polder area, flow calculation and transect check in main river:â‘ According to related regulations and function partition of Luhe district,make criterion of flood protection and storm drainage.â‘¡A new method is brought forward for town storm drainage modulus calculation based on comparing research on fields of city building and water resource. The method is fixing the highest water table through time and time step run off yield and concentration balance calculation with the heaviest rainfall in each year. Application of the method is done in 6 town polder area, 27 agriculture polder area and 13 mixed polder area in Luhe of Nanjing city.â‘¢A simplified flow calculation method fitted for Massif-polder landform is put forward and applied in 46 main river based on Balihe river flow calculation with traditional basins conflux method in worst situation to project. Massif area main river sections are checked with steady uniform flow formula and plain area main river sections are checked with unsteady uniform flow formula.
