Urban drainage pipe network is important establishment of a city. In the past, most cities in our country adopted handwork for the management of the complex pipe network, which has obvious weaknesses. It is necessary to inaugurate new methods to achieve high level and high efficiency for the plan and management of the drainage pipe network.Geographic Information System, which for short GIS, has strong power for data management and spacial analysis. It's can be used to replace the traditional handwok. With re-development to GIS, "Urban drainage pipe network plan and management GIS" which for short UDPPM-GIS can be built. This is significant work and will be very helpful and directive for the building of urban establishment.Visual Basic and MapX, which is a component GIS software are adopted to develop UDPPM-GIS so as to carry out functions as data management, figure management, information query and analysis, etc. The integrated method, tools, and process for the system development are introduced. Further more, the design for database and each main function module is detailed discussed.Based on the demands of drainage plan and management, these function modules are created: data management module which contains data importing, for both special datas and properties, ourter database linking and report forms making, etc; map management module which mainly regards basic map operations and themes creating; pipe net work management module which carries out pipe network editing, information query and advanced searching, etc; design assistant module which is developed for the discharge caculating and for hydraulic caculating of certain drainage pipes.
