This paper has probed into the inherent mechanism that the expressway construction project brings about an advance in regional economy, and has explained position theory, growth pole theory and gradient lapse theory in regional economy. On this foundation, with the method of systems analysis, from the three aspects of the regional economy development foundation, regional industrial development and regional economic development, have analyzed expressway in promoting for the regional economy. The develop form of expressway affect area have hidden type ,export type , develop type and spread type, From the angle of time, expressway have the effect of short period and long-term effect affects on regional development, and then in terms of space, expressway is a course that nonlinear gradient carries forward for the influence of regional economy on developing into pattern, By this with expressway line to develop axle, form industrial belt of expressway ( IBE ) , traffic economic belt of expressway ( TEBE ), and eventually form the foundation that has established for regional economic circle ( REC ).Have limited expressway construction project type and the major content of the economic benefits in the construction stage, operation stage and stage of early stage, produce benefit quantify analysis for direct benefit , input benefit , guide benefit and output benefit. From the view of sustainable development, have studied the negative influence of expressway on ecosystem and environment; have put forward the influence coefficient and influence model of expressway for building. On the basis of analyzing about comprehensive evaluation theory and method, lead into the adaptive mechanism of wavelet neural network, then established the property comprehensive evaluation technique based on wavelet neural network. According to the principle that should be obeyed when we discuss the impact expressway construction project on regional economy, establishment a set index system and evaluation model EMWNN (15,20,1). Have suggested the concept of expressway regional economic development index DI and expressway regional economic growth rate K and introduced the calculation method of each. Finally ,apply the model EMWNN (15,20,1) to the Yi-Huang expressway construction project that had established , combine actual data , have analyzed and verified.
