| On June 13th,in 2000, the CPC Central Committee and the State Council point out in《Some opinion about promoting the small town's healthy development》:"developing the small town is the only way to realize the rural modernization of our country."This has shown clearly direction for comprehensive constructing society of moderately high standard of living , accelerating the construction of cities and towns, solving"3 farming"problem. In recent years, with the feeding step of urbanization process in our country, as well as the development of residential suburbanization, the construction of the small town residential district is swift. Especially after the"atypical pneumonia"epidemic situation, people begin to question for high-density and high- volume rate residential area pattern in the central of city. This has initiated the consideration by people for the problems of residential area's reasonable density of the houses and the crowds. The concept of low-density residential area is paid attention to broadly. Under these tow factors, facilitated the historic combination between the exploitation of the low-density residential area and the development of small town housing construction.Since september 2003 to December 2004, the author has good fortune to attend the investigation program of Beijing program committee《Beijing little town program construction problem research》, program group investigates for 33 capital suburb key small towns. As a member in the group, the author had attended 11 town's investigation, collected plenty of valuable firsthand information of low-density residential area construction condition of the small town by the on-the-spot visiting and talk.
