As urbanization and Beijing economic development, the population density in Beijing becomes higher and higher and motor vehicle quantities gradually goes beyond city capacity, hence traffic demand rises far faster than supply. City traffic jam is more and more obvious and seriously affects resident daily life, which restricts economic robust growth and city sustainable development to some extent.The research was carried out by methods of literature study, induction method, statistics and econometric models.To begin with, the paper expounds the significance, arrangements and corresponding specific measures, claiming that to balance a safe and efficient traffic system, Transportation Demand Management (TDM) should pay more attention to reasonable region arrangement and sustainable integrated traffic system structure, should design policy to guide travelers choose more efficient vehicle. What’s more, TDM is divided into four arrangements, which are urban strategy planning layer, urban region planning layer, urban transportation planning layer and urban traffic organization layer. Then corresponding specific measures are proposed.Secondly, the paper theoretical analyses TDM necessary through Downs Law. supply-demand balanced philosophy, externality and contradiction between individual reason and collective.Thirdly, the paper summarizes typical cases in the domestic and at the a-board, involving cases of America, Japan, Singapore, Shanghai, Hong Kong, Wenzhou, etc.Lastly, the paper discusses Beijing traffic situation, analyzes the causes of Beijing traffic jam, claiming the traffic jam is caused by a variety of mutual-affected factors, including fast growth of traffic demand owing to rapid social expansion and limited supply due to historically unreasonable road network, imperfect traffic facilities and so on, summarizes TDM conducted in Beijing and makes empirical analysis based on Beijing TDM conducted in July2008, which indicates that the TDM has achieved remarkable effect on reducing traffic congestion and it has decreased2.6Traffic Index.The article innovation snot lies in:firstly, it analyzes qualitatively and quantitatively Beijing TDM effect conducted in July2008, while empirical analysis of the TDM in July2008has not been retrieved. Secondly, the paper establishes multi-regression model by introducing dummy variable to estimate TDM effect, which explores quantitative research methods to some extent. There are forty-five graphs, fifteen tables and forty-five references altogether.
