It is complex for facility alteration investment in an enterprise because it needs a long term to make decisions with multi-input and multi-output.The enterprise inland usually takes advantage of others experience in the same field and has less theoretical analysis when they are under technical re-construction and machine re-investment. Our Engine Companies mostly focus on one kind of specific production. No matter it is a big company or small, these companies are all-around enterprises. There are many problems they have to face under the market economy, such as facility aging, heavy burden, and disordered inner-procession. Thus, there is not enough labor and capital invested in the new field and a vicious circle comes up. Generally, the domestic engine original testing platforms are placed in a big workshop, and it is suspended to test-bed by hoist. Workers connect the craftwork channels of engine. It reduces the outputs of engines production because of jam production logistics and poor production management.This paper takes the testing workshop of Weichai engine Co.ltd as an example and describes the evaluation on the facilities investment in the view of production logistics. The framework are as following: (1) Analyze the defects of production procession in the view of logistics and suggest the improvement method. (2) Evaluate the facility alteration investment project by DEA method, take systematical analysis and choose best plan. (3) Take advantage of reliability fuzzy evaluation method to evaluate the people characteristics, facilities and management system, avoid the investment lost. (4) Take advantage of FMEA method to detect the weakness, and carry out engineering assurance, stock quality assurance, production quality assurance to reduce the trouble possibility. Finally, this paper concludes the innovation point, further research direction and future prospect.
