Closely contacts the reality in Xinjiang, systematically summarized successful and failure practical experience about the Xinjiang levee project construction in this paper. Cleared the macro-factor that influenced the structural pattern of river protection, based on making an on-the-spot survey and investigating to the levee project, summarizing and analyzing the domestic and international research results about scouring theory, concluded that bend protection is the key of river protecting, bend protection should be adopted longitudinal dam ,and bank scouring maintain close ties with the characters of river stretch. Proposed that the improvement should be round the characters of river stretch in Xinjiang, and took suitable measure, confirmed the main parameter of bend protection plan layout, proposed the method to confirm bend protection range, and carried on a beneficial discussion about issues such as designing , the opportunity of regulation and wrecking etc at the same time. Propose that it is benefit according with characters of river stretch to construct levee project, preliminarily divided the river stretch type in Xinjiang, appraised the adaptability of the existing from of shore protection and erosion control in Xinjiang , Among them, as the example with two kinds of structural pattern extensively applied, analyzed its'erosion control mechanism, explained the existing problem,proposed the solution and improving measure. This thesis also discussed the classification of scouring, cleared the target of scouring calculation, combed and summarized the formula about scour depth, analyzed the generalization model and the applicable condition of the formula, gave the revision suggestion to formula that " levee project design standard " GB50286-98 recommended, explained the application of the formula, improved the precision of scour depth calculation.
