Power system is a complicated, large scale, non-linear and dynamic system. Voltage stability is one of the most important consideration in the operation of modern power systems. Task that valid means are adopted to reduce network loss, improve power systems'voltage level has related to electric power enterprise'economy benefit itself.As a part of the project "Voltage and reactive power optimization control research of power network in Xinjiang province", Xinjiang Province Natural Science Foundation of China, No. supported by Xinjiang electric power company, these aspecet are presented as follows.Firstly, to enhance power quality, reduce network loss, function more economical to power network, we have simulated in reactive power optimization to calculate and analysis to Urumchi area power network by applying"Optimal Power Flow"module, the software"Power System Analysis Software Package, (PSASP)". The conclusion is drawn that we must arrange operating mode reasonably and optimize, station reactive power compensation.Secondly, a few polit buses, which are ascertained by modal analysis of"Voltage Stability"module, PSASP, are supervised and controlled to realize the whole power network's control and simulation.Finally, the hybrid control systems'concept and methods have been applied into the power systems'voltage control to realize hybrid automatic voltage control (HAVC). A new static hybrid layered voltage control model has been set up .In this way static layered management management and control of voltage are realized, The proposed static hybrid automatic voltage control(HAVC) system and the methods are proved to be effective by the results of computer simulation research done by WSCC-9 system in the paper.In addition, the static hybrid automatic voltage control (HAVC) system is simulating in Urumchi area power network in Xinjiang in the paper to offer a simulation solution to the static hybrid automatic voltage control (HAVC).
