The development of high-speed railway has many advantages, such as economy, social environment, but the closed high-speed railway while cutting the ecological environment, but also has a profound influence on the irreversible ecological domain. High speed railway construction project will cause the highway ecological environment in different periods of pollution and destruction, if not to take timely and effective measures, the ecological system will be on the domain of the disaster. From the goal of building a railway and long term railway network planning, put forward higher requirements for large-scale railway construction of China’s ecological protection, resource constraints exacerbated also requires high speed railway construction project must ensure the safety of the ecological environment. In order to reduce or avoid the ecological risk caused by the construction of high speed railway, it is necessary to study the impact on the ecological environment of high speed railway construction project. The construction of high-speed railway in Germany, Japan and France and other developed countries also lack of systematic research in the ecological environment construction, at the same time, considering the high-speed railway industry in our country has just started, the impact on the environment has not been fully revealed, still lack a comprehensive, comprehensive and relative stability data to support the evaluation system.In order to ensure the harmonious development of high-speed railway construction, this paper from the three aspects of high iron essential factor of environmental pollution, high-speed rail investment in environmental protection and environmental benefits, high-speed rail and other modes of transportation environmental benefits compared to proceed. Through the domestic and foreign research comparison and literature analysis, field research, to the north and south of the typical high speed railway planning, design, construction and operation of environmental problems as the main research object. Based on analytical hierarchy process and fuzzy comprehensive evaluation method of evaluation model of high-speed railway environment factors, to Shanghai, Kazakhstan, Zhengzhou-Xi’an high-speed railway as an example of environmental impact comprehensive evaluation and comparison of; to environmental economics theory as the support, the use of environmental science, statistics and environmental economics principle and method to construct the high-speed railway environment benefit evaluation system; were analyzed by the shadow price method of high-speed railway construction investment in environmental protection and environmental benefits; and the adoption of the integration of qualitative and quantitative method of comparative analysis of the environmental benefits of high speed railway and other transport ways, presents the comparative method of high speed railway and other transport ways. Further the optimal environmental protection measures and suggestions for the national high-speed rail, high-speed rail development advice.The results show that the high-speed railway construction project in the planning, design, construction and operation in the process of evaluation of environmental factors can be using analytic hierarchy process and fuzzy comprehensive evaluation of the combination, can judge in the northwest built high-speed railway project on ecological environment destruction is obvious, and the northeast and North China due to moderate economic and technology is developed to build high-speed rail projects impact on the environment, namely high-speed railway construction project will have a certain influence on the ecological environment, and the overall impact is significant. In the high speed railway and other transport ways such as waterway passenger transport, civil aviation passenger transport, highway passenger transport environmental benefits comparison of road transport in Shanghai, investment in environmental protection High-speed Rail units produced benefit3.21yuan more than the Beijing Shanghai Expressway unit of environmental protection investment generated benefits2.09yuan high, the verification of high speed railway highway environmental benefit is better than from the side; energy consumption, civil aviation passenger transport consumes3.957kg standard coal, and the Beijing Shanghai High-speed Rail only0.542kg of standard coal consumption, civil aviation passenger transport is1.3times High-speed Rail; land possession, the shadow price of waterway passenger transport unit of land is35767yuan/mu, and the unit area of the shadow price of high-speed railway is30908yuan/mu; to the ecological environment of high speed the railway damage small, hundreds of kilometers of transport volume under low energy consumption, unit of land possession under the social losses caused by the small, so the optimal environmental benefits. This research can provide the guidance for the sustainable development of high-speed railway construction in our country, and provide the decision-making basis and theoretical basis for the future construction of high-speed railway.
