With the accelerated urbanization process, resources and environment has become constraints to the further development of the city, many city resources are unsustainable and environmental burdens, these problems is closely related to the overall urban planning. Therefore, the need for comprehensive utilization of resources and the environment from the perspective of fully demonstrated the reasonableness of the overall urban planning, and make optimization recommendations to guide the next level of planning and its implementation, so, we need put the environmental impact assessment into the overall urban planning.However, China's planning environmental impact assessment theory are more dispersed technical theory and research is still at the initial stage and the overall urban planning can not completely meet the needs of environmental impact assessment. Construction project environmental impact assessment, more emphasis on the point of control, lack of regional environmental assessment of the overall carrying capacity of links, no way to determine the region's environmental carrying capacity and load levels, the overall urban planning of large-scale, long cumulative environmental impact is difficult to make an accurate assessment. Environmental Carrying Capacity Assessment, is to a certain degree of environmental quality in the request, the system does not exceed the elastic limit environmental conditions on the environment can support the population, economic size and ability to hold pollutants, the qualitative and quantitative analysis, through the evaluation to determine the carrying capacity of each region and load level Environmental carrying capacity of rational analysis can be based on the threshold and the system truly measure the expression of regional planning point of view the cumulative impact on the environment. Therefore, in planning environmental impact assessment, environmental capacity evaluation more effective.Current research on the environmental carrying capacity has not yet been accepted theory formation methodology, lack of objectivity can also describe the environmental carrying capacity, regional and dynamic nature of the scientific, systematic and comprehensive evaluation index system model. In addition to environmental carrying capacity is based on adjusting the industrial structure and rational distribution of productive forces, science and the development of socio-economic development goals, coordinate the relationship between human development and the environment slightly less than the actual application.Therefore, this article attempts application of environmental impact factor analysis to identify the overall city planning and implementation capacity of the main factors affecting the environment, building environmental capacity index system, using state space method, and through the introduction of the weighted principal component analysis, for the Planning, Environment quantitative impact evaluation findings provide a new and effective method of study.
