In this thesis, a technical scheme for realizing time sharing high-speed sampling and mass-scale buffer storage with common chips (CPU, ADC and RAM) has been proposed. Without the direct involving of the CPU, a geminate increase of the sampling speed and the buffer storage are achieved by the harmonious work of all the sampling units. The high-speed sampling and mass-scale storage are implemented automatically by the hardware.Based on the scheme above, for the pollution flashover accident which usually take place in power transmission network, a practical and advanced sample machine has been developed for monitoring and recording insulator leakage pulse current. A detailed introduction of all the components and their corresponding software are presented in this thesis. Finally, a series of field and laboratory tests have been carried out with this sample machine, which provides data support for further study on the rule of insulator leakage pulse current.
