The bridges and culverts are the pivot of the traffic infrastructure in the small town, but the construction of bridges and culverts in small town has been in an unordered state and lacked of relevant standards for a long time. Under the subsidy of the key item of the Ministry of Science and Technology " the key technology to the traffic and road construction in the small town" (2003BA808A15-1), launch research to the design technical standard of the small town bridges and culvertsBy analyzing the relevant domestic and international technical standard system of bridges and culverts, and the characteristic of the small town bridges and culverts, the research designing basic principle, the basic content and designing load are systematic carried on in this paper. Through the contrast research, this paper have put forward the basic design principle of the small town bridges and culverts; defined 100 years as the design reference period of the small town bridges and culverts; proposed some suggestion about the basic content of design of the small town bridges and culverts.This paper has formulated the small town bridge dead load and the pedestrain loads through the utilization contrast analysis and the probability statistics method. On the basis of the vehicular load classes of "General Code for Design of Highway Bridges and Culverts"( JTJ 021-89 ) ,this paper formed the lane load classes of the small town bridges: Twon—A, Twon—B and Twon—C. At the same time, this paper have proposed the number of lanes loads, the reduction of multiples lane loads, vehicular impact factor, ect.Research results of this paper can apply to small town bridges and culverts establishment of design technical standard.
