Our country is one of the shortest countries in water resources in the world. In order to strengthen the beforehand management and processing management of water resources exploitation and utilization and prevent the great losses caused by water resources shortage in the construction project, our country carries out water resources verification work and the water license approval system. This paper is an important part of water resources verification of Shandong ocean nuclear power station project (feasibility report), which supplies a scientific foundation for exploiting rationally, utilizing, protecting effectively and managing local water resources scientifically and ensuring the desired results of planned project.This paper uses the hydrology analogue method and watershed model method to analyze and compute the coming water volume on the base of deep investigation and extensive collection of fundamental data. On the base of comprehensive analysis of water consumption in the two reservoir irrigation areas, this paper uses long-range changing water consumption diachronic method, Mathematical Statistics method, stochastic simulation method and many other methods to compute the reservoir water supply regulation and define the optimal dispatch scheme. This paper also uses the nation surface water environment quality criterion to evaluate the water environment quality in the two reservoirs comprehensively. The result shows that the water in the two reservoirs meets the demand of water quality for nuclear power station. In the case of reducing the irrigation area and water consumption of Panshi and Lidian reservoir properly, the two reservoirs can supplies 3 million cubic meters a year for the first phase of the project of Haiyang nuclear power station, 2 million cubic meters a year for the second phase , the total supply is 5.0 million cubic meters a year in the condition of 97% assured water supply.
