The Yellow River is one of the most important water source in North China and Northwest China, which account for 2 percentage of the whole amount of river runoff of China, undertake the water supply mission including 12 percentage of population,15 percentage of arable land and more than 50 the medium and large cities in China. In the same time, The Yellow River undertakes the Inter-basin water transfer mission. But the contradiction between supply and demand of Yellow River Basin has become more and intensified since 1970s, and the downstream of the Yellow River often dried up. In the 1990s, The Yellow River almost dried up form year to year. The intense dried-up situation has attracted the attention of Chinese Party Central Committee, State Department and various circles of society.For relieve the contradiction between supply and demand, include the dried-up situation of the downstream of The Yellow River. After got the approval of the State Department in December 1998, Former State Planning Commission and Ministry of Water Resources issued and implemented<The Management on Yellow River Water Volume Regulation>, authorized Yellow River Committee implementing an Unified Water Allocation for the water source of the Yellow River.After the implementation of water regulation, through combination of the administration, construction, science, law, economy and other methods, The Yellow River has not dried-up in 10 years through meticulously organized and scientific operation. By studying and practicing years, the effective comprehensive management method has been established preliminary, which checked the tendency of water-exploit beyond the planned quota, especially the ecological environment near the mouth has been improved. All of these have promoted the water-saving society establishment, and strongly support for the economic and social sustainable development of Yellow River Basin and related area. However, the contradiction between water supply and demand is still very prominent. Although the phenomenon of dried-up relieved, the water resource characteristics of Yellow River Basin does not change. With the development of economy and society, water-demand and water shortage situation increasingly, combined with unified management of river basin is very weak, the Yellow River water did not stop the dried-up problem from the fundamental solution. Water shortage has become a major economic and social constraint to sustainable development. Limited supervision, maximizing and scheduling of the Yellow River water resources has become an important issue. With the rapid development of information technology, water resources, and scheduling digitally is presented implemented. In December 2002, Yellow River Committee announced "the Digital Yellow River Project Planning", as a comprehensive guide of "Digital Yellow River" project. The "Digital Yellow River",with a new water management ideas as a starting point, closely tracking the latest technology and current technology trends, from the water information into the hand, introduce the core of computer information technology to a comprehensive water sector, in order to achieve modernization of China Water provides a operation of the specific content. The implemented of "Digital Yellow River" project, is the need for the Yellow River harnessing and development, the need for the sustainable development of the Yellow River, the need for China water informational, also as a strategy specific response to China's "digital" development in the river basin level.The Yellow River water resource management and scheduling digital (Referred to as "digital water transfer") is an important part of the "Digital Yellow River" project, also as the combination of new ideas and current with the latest technological achievements, from water resource management and scheduling of operations and information flow into the hand with the support of computer as the core of information technology, achieving optimal scheduling of water resources management process. "Digital water transfer" project is very complex. Since began built in 2003, with the help of full digital photogrammetry, remote sensing, remote sensing (RS), geographic information systems (GIS), Global Positioning System (GPS) and other modern methods and traditional means collect basic data related to water management. By microwave, FM, cable, satellite and other fast transmission, build an integrated digital integrated water resource management and scheduling platform and virtual environments.In the platform and environment to the system software and powerful mathematical model of the Yellow River water resources, scheduling and management programs for simulation, analysis and research, and provide visual decision support under conditions to enhance the scientific decision-making and predictability. According to construction plan, we will continue to promote the "digital water-transfer" project in the" Twelfth-five" period, in the Lao-diaokou River Road and each outlet of the river building automation and control network traffic monitoring equipment.With the development of science and technology, many new technologies appear in the "digital water to" related fields, and in the construction process, found the need to increase the demand for new water management and technology transfer to improve innovation. In order to maximize the function of built construction, to better provide the post-construction technical reference, to better save construction costs, this study will depth analysis of the "digital water to" engineering systems, combined with their own work practices and water resource management in today's advanced digital technology, innovation proposed construction program, providing decision-making reference for higher project construction leading-ship.
