Air transportation offers a good choice for passengers in long distance high-speed transportation, but according to the forecast of Department of Energy (DOE) of America, after the price of petroleum keeping steady in 20 years, the supply will begin to shrink and the price will be raised. In this condition, hitchhiking airplane for trip will be a luxurious business for everyone as shortage of petroleum. So, it is necessary to exploit a new transportation manner which not depends on energy sources or petroleum.Overcoming aerodynamic action is the primary mission of surface high-speed transportation, as the radical factor of restricting the top economical speed of surface high-speed transportation is the dense atmosphere. Aerodynamic resistance is proportional to the second-order of speed, and aerodynamic noise increases quickly along with the seventh-order or eighth-order of speed. This is the avoidless external law of multifarious vehicles.Therefore, the possible method is to have the conveyance in an airtight tube, and make the air pressure of the airtight tube be low, in order to allow the conveyance to run with teeny friction in it. Now, this system is called Evacuated Tube Transportation (ETT), which monishes the air resistance of rail transit, but it essentially belongs to the category of rail transit all the same.Under the current technical conditions, as a possible mode of transportion for the next generation, is ETT feasible in terms of safety? Can these security problems be effectively solved? How to solve? This paper tried to answer these questions by using theory of Risk recognition.For example, when ETT is mentioned, many people may consider whether passengers will be in the risk of suffocation, if Vehicles carrying passengers move in the low pressure environment, this paper analyzes and answers these questions.This paper introduced ETT's development, concepts, characteristics and the two mode of ETT nowadays. Based on the mode, the paper distinguished the risk of the ETT system from the people, equipment and circumstance of ETT for the first time, and given the corresponding preventive measures. Finally, safety evaluation model of ETT is established by using Fuzzy AHP, and a count case is given.
