With the development of transportation, especially the development of high ways, the noise pollution becomes more and more worse. The noise damages the habitation and downtown environment badly, and makes the living environment of cities hardly. The noise absorption and soundproof concrete block which has been studied in the paper is a new concrete block, it has better durability and good noise absorption ability compare with the common concrete block.The strength, mix proportions, frost resistance and sound absorption properties of porous concrete have been studied abundantly in the paper. The change of compressive strength and flexural strength with different W/B, different sizes of aggregate, different target void ratio on the basic mechanical properties have been studied. While the change of compressive strength and flexural strength with silica fume and fly ash also have been studied. For the sound absorption properties, the influence of target void ratio, the sizes of aggregate and the thickness of porous concrete to sound absorption coefficient and arithmetic mean of the absorption coefficients have been studied too. The research results show that the best range of target void ratio is 20%-25%, and the best range of W/B is 0.24-0.24 when silica fume and fly ash are added to porous concrete. But when polymer modifier are added to porous concrete, the best range of W/B is 0.24-0.27.The largest size of aggregate is 10mm. The porous concrete which made with these conditions can get 20MPa strength and the arithmetic mean of the absorption coefficients of it is larger than 0.3.There are 4 groups noise absorption and soundproof concrete block have been designed based on acoustic characteristic of porous concrete in the paper. At last the technic regulations have been designed.
