In the market environment, it is an important part of system reliability problem to study reliability indices. Compared with the traditional system, the benefit between generation system and transmission system is separated, so that the bulk power system reliability indices need improve and update. In the market environment the business actions may affect the reliability, so it is necessary to study the impact of market environment on traditional indices and new indices. The content of this dissertation is one part of the project 973 (2004CB217905 ).To solve the problem mentioned above, the main work of this thesis is following:1. On the basis of the analysis of traditional generation system reliability indices, the effect of demand elasticity is studied. The simulation results show that implementing demand side management can improve the adequacy of generation system effectively.2. Traditional transmission system reliability indices and some new indices are firstly introduced and analyzed. Then a new index to evaluate transmission system reliability is proposed. The new index is defined as Line Usage Curtailment, and a probabilistic model is used to calculate the index. Besides identifying the bottleneck effectively, this index can evaluate the network inadequacy.3. In the market environment, the benefit is a rule of decision-making, so the index of LOSBE (loss of social benefit expectation ) is presented to evaluate risk of reliability. The index of Line Congestion Risk Value is defined, and a probabilistic method taking the uncertainty into account is used to evaluate the risk. This index can quantify the consequence of congestion. Also, FOR (forced outage rate) of generation is considered as an technical risk in predicting financial risk of power market.
