Nowadays, water supply companies are aiming to improve the level of management by scientific, digital and modern methods. This imploving is a efficacious way to help solve problems of water supply. With the fast development of GIS (Geographic Information System), it has already been integrated with water supply system close. The powerful function of water network GIS provides simulation, calculation, and analysis, which is a revolution to the traditional ways. And to establish the water network GIS requestes higher demand of survey."3S"which is used in the field of water supply network has become a tendency. GPS(Global Positioning System), a new-cross subject, which syncretizes satellite navigation, computer, and wireless communication, is a landmark in the modern measure subject. GPS'all-weather, global, seriate and exact capability obviously has more efficient and economical advantage than conventional measure ways. The precision of static survey can be achieved 3mm+0.5ppm (plane) and 6mm+0.5ppm (Elevation) after being optimized by especial software. When GPS combines with GLONASS and Galileo, the survey work will be done faster and more accurate.This paper discussed the evolution of GPS, the principle of positioning, the reference and Elevation frame and the transform model. The GPS reference points which are used in the field of water supply network are also designed and completed. Considering the bad satellite signal in the downtown, the transfers distance of GPS receiver should be shorten from 30km to 5~10km, and those reference points first designed should be from small area to the whole region.This paper studied GPS extensive use in the field of water network digitization and modeling. It is significative to intensify the analysis situs of network figure and improve the accuracy of operating parameter.
