The security of structure is one of the most importance quality requests. Compare with the developed country, the safety level of defences in China be on the low side. Especially it's function is so poor when structure withstand disasters (such as earthquake,explosion). When the disaster comes, general we will loss a lot of personnel and worth. Rising the level of defences is imperative under the situation, and it's the certain result as economy developed.With the new codes be bringed into effect, units which design or scientific research care the change of order and safety of defences more. The new codes include Load code for the design of building structures (GB50009-2001). Code for design of concrete structures (GB50010-2002) and Code for seismic design of buildings (GB50011-2001). But the company which empolder houses pay more attentions on the cost of building. Users care the ratio of value and quality which belong to product. So, it is essential meaning to research the safety level of defences rised and the cost increased.In this paper, orders of the code 89 and code 2000 are analyzed, internal force of structure in project are analyzed and material dosage are counted up. At present in China, house and office building are the most buildings. Reinforced concrete frame and wall are widely used in these buildings. Rised proportions about the standard of safety and cost of these buildings are analyzed. Communication about safety and cost will be provided to the similar building. References will be offered for the later code too.About the Load code for the design of building structures, the follows are investigated: the change of load design value which made by variable load and combination coefficient, the change of wind load design value. About the Code for seismic design of buildings: for the change of seism influence coefficient, the seismic effects are changed, such as internal force and displacement of structure.
