In order to meet international tradition as soon as possible and enter into the tide of world economy, promoting the reform in the field of engineering cost, construction ministry authorized the Code of Valuation with Bill Quantity of Construction Works in the form of No 119 bulletin on Feb.17th, 2003.0n July.1st, 2003, it was authorized to be a national criterion and was printed to put into practice.Consequently, Code of Valuation with Bill Quantity of Construction Works began to be popularized in the whole country.Now, construction market is inclined to purchaser excessively and competition is more furious.According to the rule of market economy, some enterprises will win the game or be washed out in the furious competition. It is inevitable that there will besome enterprises to be closed down, restructured, or be merged, which will be a challenge for every enterprise. Market economy is of legal system in which contract is the Bible. If construction enterprises want to become more competent, it is necessary to improve the level of construction management to adapt to the marketable competition. The entrance to WTO predicates our country's construction enterprises have been facing international market and participating in the international competetion. But contract management is still the weakest section in the project management. During twenty years' reform and opening to the world, many construction enterprises in our country have walked out of the national gate to do overseas projects;at the same time, some foreign investors and contractors also have come to China.In many projects, Chinese contractors suffered a lot of losses from improper contract managing. In addition, owners don't perform in rules and some related laws have defects, which makes our country's construction enterprises heavily pressured from every aspect and overburdened. Our country's construction enterprises weren't even adapt to the contract management completely which is under the the model of the traditional cost while ,now, they have to face the challenges from the form of bill quantity, which is undoubtedly a stern test.
